Preamble
The Bulldogs Union is put into action with this legislation. It will strive to be a purely democratic republic, in which corruption will not be permitted. Democracy is non-negotiable. Each nation will have its own say in who their congressman is. The entire government, from when this legislation is passed, will be decided by only elections. From now on, there shall be no spoils system, in which the strongest of the government chooses who they want their cabinet to include. This great union shall only speak for the people, and no one nation will have more inclusion in the government than another unless decided by the rest of the government votes for it to be so.
Article 1: The Legislative Branch
The Legislative branch will include its own congress and one Speaker of the House.
Section 1:The Congress
For every 5 nations of the Union, there shall be one congressional representative. At maximum, there may be 6 congressional representatives (because NationStates permits 12 officers max per region). Each non-congressional nation may choose one congressional nation to represent them by sending telegrams to the congressional nation they would like to represent them. The congressional nation may choose to not represent that nation. In total, each congressional representative represents 4 nations excluding themselves. If the amount of nations in the region is not divisible by 5, one congressional representative shall have less than 4 representatives. Corruption is not allowed in Congress. If corruption is discovered in congress, the congress member in question may be impeached.
Section 2: The Congressional Election
Every two weeks, a new congress shall be elected. In order to qualify for the congressional election, the amount of points in the Civil Rights, Economy and Political Freedoms trend must exceed 150. Also, 2 of the trend categories cannot be less than 50, and one of them cannot be less than 20. There is no limit on the amount of terms a congressional representative may serve. If a nation does not choose a congressional representative to represent themselves following 3 days after the election, that nation shall be removed from the region. A congressional representative cannot have the same 4 nations that they represent for more than 2 terms. If a congressional representative doesn't choose 4 nations to represent within 5 days following the election, that nation shall be removed out of office. If the entrance of new nations occurs in between election cycles, they shall be assigned a representative. Representatives that are representing fewer than 5 nations shall be given priority.
Section 3: Congressional Impeachment
A populace member must introduces the plea to impeach a congressperson. In order to have a congressional representative impeached, at least 9/10 of the of everyone who voted must rule that the member should be impeached. They also must give a reason as well. After impeachment, the representees of the impeached congress member shall be distributed by choices of the representees, and a representative may not gain more than representees because of this. After impeachment, the congress member is evicted from the region.
Section 4: Proposing Laws, Amendments, and Changes
If someone holds an executive or congressional position, they can create a poll and pin a dispatch suggesting a law. But, if they do not hold a position, then they can also write a dispatch and pin it to The Bulldogs. In this case they would specify what it is they wish to propose, be it a law, amendment, or something else, and their congressional representative in the title. Then the congressman of the person who suggested the change would either create the poll or post another bulliten explaining why they will not create this poll.
If the populous member still wants their change put into place after their congressman has explained why they will not create a poll, they must rewrite the title of the dispatch: Revision #__: title. Then they must make all the suggested changes and revisions that their congressman suggested. This also applies to when a congressman makes a poll, and it gets shot down. The congressman would then do the same thing to their bill.
Congresspeople will have the power to create polls. Polls will last a maximum of 1 day. This compliments our rules about 3 day inactivity. But, if the poll is considered very important by the Speaker of the House, or pertains to something besides bills, then the Speaker of the House will rule on how long the poll can last.
If backlog becomes too large of an issue, we can use some external software like Google Forms, but only in extreme cases. Congressmen must also wait for a certain amount of time after posting one poll before they can post another. They must wait the amount of people in congress (including themselves) days before posting another poll.
Section 5: The Speaker of the House
The Speaker of the House is the most significant member of the legislative branch. However, The Speaker of the House does not have stronger powers than any other member of congress. The Speaker of the House has 1 vote in congressional polls, just like every other member of congress. The Speaker of the House's job is to keep order to congress. They must settle disagreements and limit the powers of congress members so that no nation becomes too strong. This can be done by silencing the other congress members or calling order, which ceases all congressional posting. The Speaker also may call for debate over a proposed law
The Speaker of the House is voted on after the congressional election. In order to qualify for being the Speaker of the House, one must be a congressman. In the vote for Speaker, only congresspeople can vote, but cannot vote for themselves. Corruption is not allowed in the office of the Speaker of the House. If corruption is discovered within the office of the Speaker of the House, the Speaker of the House may be impeached.
Section 6: Speaker of the House Impeachment
The impeachment for the Speaker of the House has a much different impeachment technique than the congress. There is no congressional vote for the impeachment of the Speaker of the House, because anyone in Congress may be biased towards the Speaker of the House. The populous would not be biased nearly as much to the Speaker of the House, because it is the largest branch in the region. In order for the Speaker of the House to be impeached, there first must be a plea by a populous member of impeachment in the form of a dispatch pinned to the Bulldogs. Then, a poll is made to the populous asking if they want or do not want to impeach the Speaker of the House. If 9/10 of the Populous agree to impeach the Speaker of the House, they are evicted from the Region. If between 7/10 and 9/10 of the Populous votes for impeachment, the Speaker of the House is removed from the office of Speaker but is still a Congressperson.
Article 2: Executive Branch
The Executive branch includes the President, the Vice President, the Secretary of State, the Secretary of the Treasury, and the Secretary of Defense.
Section 1: The President
The president is the most singificant member of the Executive Branch, if not the most significant member of the entire Bulldog government. The president has the ability to veto, which strikes down any law that congress tries to pass, unless there is a approval of 3/4 of congress for that law. The president may also issue Executive Orders to help with implementation of a law. If more than half of Congress believes that the Executive Order is not justified, then the Executive Order is revoked. The president decides the outcome of a populous vote only in the case of a tiebreaker. Corruption is not allowed in the office of the President. If corruption is discovered within the office of the President, the president may be impeached.
Section 2: The Vice President
The Vice President is the second most significant figure in the executive branch, under the President. The Vice President settles a vote in the Congress if a tiebreaker is needed. This decision ultimately decides what the congressional vote turns out to be. The Vice President also appointed the Secretary of State and the Secretary of the Treasury. Corruption is not permitted in the office of the Vice President. If corruption is discovered to be in the office of the Vice President, the Vice President may be impeached.

In order to qualify for the presidential election, one must have at least 50 on all trend statistics. The presidential election takes course over a time of 3 days, and whichever candidate receives the most votes overall becomes the President, and the candidate who receives the second highest amount of votes becomes the vice president. The President and Vice President cannot serve two consecutive terms in the Executive Branch. Following the Executive Election, the Vice President chooses two people he would like to be the Secretary of State, two people he would like to be the Secretary of the Interior, and two people he would like to be the Secretary of Defense. The populous votes based on those choices. Whichever candidate receives the most votes for that secretary job becomes either the Secretary of the Interior, Secretary of Defense, or the Secretary of State.

The Secretary of State is a position who is appointed both by the president and the people. The Secretary of State must have a 30 or better under Civil Rights. The Secretary of State cannot be the same person for 2 different Presidents.
The Secretary of State's job is to work in foreign affairs and diplomacy. The Secretary of State must establish some form of embassy with at least one other region during their term. The Secretary of State's most important job is to talk to other regions and create embassies with them. The Secretary of State is permitted to send telegrams to founders of other regions, if there are problems inbetween them. Corruption is not allowed in the office of the Secretary of State. If corruption is discovered in the office of the Secretary of State, the Secretary of State may be impeached.
Section 5: Secretary of the Interior
The Secretary of the Interior, appointed by the Vice President, must have a 30 or better under Economy. The Secretary of the Interior cannot be the same person for 2 different Presidents.
The Secretary of the Interior's job is to work inside the region's government economically and politically. They are required to help the nations in the region with their government, and must supply some edits, clarifications, or amendments to this constitution. They also maintain the World Factbook Entry. The Secretary of the Interior settles local affairs. Corruption is not allowed in the office of the Secretary of the Interior.
Section 6: Secretary of Defense
The Secretary of Defense, appointed by the Vice President, must have a 30 or better under Political Freedoms. The Secretary of Defense cannot be the same person for 2 different Presidents. The Secretary of Defense monitors the region for any misconduct. Their main duty is to track down any members inactive in the government for three days and to report them publicly using a Mass Telegram. They also may provide suggestions and reform to immigration laws. Corruption is not allowed in the office of the Secretary of Defense. If corruption is discovered in the office of the Secretary of Defense, the Secretary of Defense may be impeached.
Section 7: Executive Impeachment
In order for an Executive Official to be impeached, the region must vote on the impeachment. The populous member who wants the Executive Official to be impeached must introduced a plea on the Message Board or as a dispatch. In order for a executive official to be impeached, there must be a 7/10 vote to impeach, which is a 1 day vote. If the official is not impeached, than the official continues to work in office. If the official is impeached, then they are evicted from the region. If the President is impeached, the Vice President becomes the president, the Speaker of the House becomes the Vice President, and a congressmember is voted as the Speaker of the House by the populous. If the vice president is impeached, the Speaker of the House becomes the Vice President, and a congressmember is voted as the speaker of the house by the populous. The congressional representative who becomes the Speaker of the House has their representees split up among the rest of the congressmembers depending on who received the most votes that term. The nation with the most votes during that Congressional Election receives 1 representee, and the nation with the second most votes received another representee, and so on and so forth. This is true for any change in the Speaker of the House.
Article 3: The Populous
The populous is the collection of all nations in the region, official or non-official.
Section 1: The Power of the Populous
The populous is the largest branch in the entire region. The populous contains all congressional nations. The populous contains all executive nations. The populous contains all countries in the region. No nation in the populous is stronger than any other nation in the populous. Each nations vote is not worth more than any other nation. Each nations vote in the populous is worth one vote, no more no less. Corrupt voting is not allowed in the populous. If corruption is discovered within the populous, the populous member may be impeached. For every 4 members of the populous, there is one congressional representative.
Section 2: Populous Voting
A populous vote occurs when a law, amendment or other change is going to be voted on or when a nation can be impeached. A congress member will pin a dispatch, or approve a populous member's dispatch with the proposal, be it a law, impeachment, amendment or whatever, and then the speaker of the house will create a poll (either in the forum or the game). This populous voting period takes place over the course of 1 day, but can be extended by the speaker of the house.

Any member of the populous may be evicted. However, a populous member cannot be evicted if they have spent less than 12 hours in the region. If it is obvious that a person previously evicted is rejoining under a pseudonym, then they may be evicted without trial. In order to evict a populous member from the region, one must first pin a dispatch with an argument as to why they should be evicted. If the populous member is a member of the Executive Branch or the Legislative branch, check the Congressional Impeachment or Executive Impeachment sections. If the populous member is the Speaker of the House, check the Speaker of the House impeachment section. 9/10 of the populous must agree to evict in order for the nation to be evicted. If less than 9/10 of the populous agrees to evict, the populous member is not evicted.
Article 4: Specifics of the Office
The office refers to the job of any nation that is in the legislative and executive branch.
Section 1: Resignation
In order to resign, the nation can give a speech either in front of the officials and congressmembers at a meeting or on the Message Board. After a nation resigns from a job, they are not necessarily evicted from the region. A nation who resigns may stay as a populace member.
Section 2: Entering Office
Whenever a nation enters office, they are sworn in by the WA Delegate. This ceremony does not have to be religious, and the nation entering office must swear against corruption, and to always tell the truth. Any other executive branch member who is sworn into office may give a speech, but they do not have to.
Section 3: Leaving Office
An official may leave office in 4 different ways: (a) the nation may leave because their term has run out and they have not been voted for re-election, (b) the nation may leave because they have reached the maximum amount of terms for their office, (c) the nation may leave because they have resigned from office, or (d) the nation may leave because they have been impeached from office.

The Constitution may be amended at any time.

Article 6: WA Delegate
The World Assembly delegate is an independent office found in the Executive branch.
Section 1: World Assembly Voting
Any populace nation who is not part of the legislative branch or the executive branch may vote for their opinion in the World Assembly. If one is a legislative branch member or a executive branch member, they must vote for whatever the WA Delegate decides. The WA delegates decision is determined by a debate. There shall be one party for no, and one party for yes. Each party chooses one member to debate whoever the other party chooses. If either of the three secretaries are on different sides of the debate, they are chosen as the two nations who will debate. During the debate, the legislative branch and the executive branch must be present. The WA Delegate must be present. After the debate, the legislative branch and the executive branch vote on who one the debate, and any other nation who was present. Only those nation's votes shall be counted. After the poll, whichever side won is the side in which the WA Delegate must adopt. Any member of the Executive branch and Legislative branch must also adopt this choice.
Section 2: WA Delegate Powers and Responsibilities
The WA Delegate is granted these powers: the power to create mass telegrams to the entire region, the power to establish embassies, and the "World Assembly" power to vote in favor of or against proposals in their beginning stages. (All WA members can vote on proposals in their final vote.)
When a World Assembly resolution is proposed, it is the WA Delegate's responsibility to set up the WA Resolution meeting as described in Article 6, Section 1.
Section 3: WA Delegate Election and Impeachment
The WA Delegate is not elected alongside all other elected Executive Branch positions. It is based solely on the number of World Assembly endorsements, and is automatically updated by the computer daily. The WA Delegate is an office of merit, and is the Populous' representative in World Assembly affairs.
In order to be impeached, the WA Delegate must go through the process of Executive Impeachment (Article 2, Section 7). If the impeachment trial for the WA Delegate is successful, all nations have 24 hours to withdraw their endorsements from the impeached Delegate. The office of WA Delegate is replaced within this 24 hour period by the computer, which determines the person with the second-highest number of WA endorsements.
Article 7: Conclusion
This article concludes the Constitution and affirms National Constitution Day to be the 8th of December.

The office refers to the job of any nation that is in the legislative and executive branch.
Section 1: Resignation
In order to resign, the nation can give a speech either in front of the officials and congressmembers at a meeting or on the Message Board. After a nation resigns from a job, they are not necessarily evicted from the region. A nation who resigns may stay as a populace member.
Section 2: Entering Office
Whenever a nation enters office, they are sworn in by the WA Delegate. This ceremony does not have to be religious, and the nation entering office must swear against corruption, and to always tell the truth. Any other executive branch member who is sworn into office may give a speech, but they do not have to.
Section 3: Leaving Office
An official may leave office in 4 different ways: (a) the nation may leave because their term has run out and they have not been voted for re-election, (b) the nation may leave because they have reached the maximum amount of terms for their office, (c) the nation may leave because they have resigned from office, or (d) the nation may leave because they have been impeached from office.

Article 6: WA Delegate
The World Assembly delegate is an independent office found in the Executive branch.
Section 1: World Assembly Voting
Any populace nation who is not part of the legislative branch or the executive branch may vote for their opinion in the World Assembly. If one is a legislative branch member or a executive branch member, they must vote for whatever the WA Delegate decides. The WA delegates decision is determined by a debate. There shall be one party for no, and one party for yes. Each party chooses one member to debate whoever the other party chooses. If either of the three secretaries are on different sides of the debate, they are chosen as the two nations who will debate. During the debate, the legislative branch and the executive branch must be present. The WA Delegate must be present. After the debate, the legislative branch and the executive branch vote on who one the debate, and any other nation who was present. Only those nation's votes shall be counted. After the poll, whichever side won is the side in which the WA Delegate must adopt. Any member of the Executive branch and Legislative branch must also adopt this choice.
Section 2: WA Delegate Powers and Responsibilities
The WA Delegate is granted these powers: the power to create mass telegrams to the entire region, the power to establish embassies, and the "World Assembly" power to vote in favor of or against proposals in their beginning stages. (All WA members can vote on proposals in their final vote.)
When a World Assembly resolution is proposed, it is the WA Delegate's responsibility to set up the WA Resolution meeting as described in Article 6, Section 1.
Section 3: WA Delegate Election and Impeachment
The WA Delegate is not elected alongside all other elected Executive Branch positions. It is based solely on the number of World Assembly endorsements, and is automatically updated by the computer daily. The WA Delegate is an office of merit, and is the Populous' representative in World Assembly affairs.
In order to be impeached, the WA Delegate must go through the process of Executive Impeachment (Article 2, Section 7). If the impeachment trial for the WA Delegate is successful, all nations have 24 hours to withdraw their endorsements from the impeached Delegate. The office of WA Delegate is replaced within this 24 hour period by the computer, which determines the person with the second-highest number of WA endorsements.

This article concludes the Constitution and affirms National Constitution Day to be the 8th of December.

This hereby establishes the Constitution as the Supreme Law of the Bulldog Union and overrules any legislation made by Congress or any proclamations made by members of the populous.
