The process for electing the Speaker of the House is unnecessarily timeconsuming. What this proposal would do is hopefully shorten the time it will take to elect the next Speaker of the House.
1) The Speaker of the House is the Congressperson who receives the most populous votes during the congressional election. 2) If there is a two- or three-way tie for 1st place in the populous congressional election, then a runoff is conducted. The new Congresspeople only would vote to break the tie. 3) If there is a four- or five-way tie for 1st place in the populous congressional election, then the normal procedures for Speaker of the House elections (as they are now) will occur.
