Following the recent debate over letting Le Libertia into our region, it has come to my attention how problematic our immigration system is. The main quarrel that I have with our system is that there are no hard and fast rules on how to deal with a given situation. Sometimes one just has to send a telegram to our founder, and other times we have an entire region wide debate over it. It is all too general and case to case based. So here I, as the secretary of defense, am using my powers to propose our first real immigration law. It is a law because immigration is not mentioned in the constitution, so there is nothing to amend.
Section 1: Application Form
If a nation wishes to join our region the first thing that they must do is submit an application. Here is the formula for one (which you may copy and paste when writing your own):

Section 2: The Immigration Officer
After a nation fills out their application they must submit it to a new office: the Immigration Officer. The Immigration Officer (IO) is to be a member of the executive branch. To become the IO one must appointed by the Secretary of Defense. Although, this can be overruled by at least two executives or at least three congressmen. If this happens, an election will take place with normal voting rules, see here for more on voting. Once an IO is elected, their duties are as follows: denying or accepting applications, overseeing populous evictions (i.e. moderating debates, and organizing polls), and routinely changing the parseword without telling anyone. The powers that the IO will have are Appearance, Border Control (obviously), Polls and Communications.
Section 3: Application Processing
Once an application has been completed by a nation, it must be sent to the current IO via telegram. The IO will then read over it and consult the region by posting the application to the forums with a poll. (There is an "Add Poll" button next to the subject bar when creating a thread.) Then they will pin a link to the forum thread as a dispatch (see what I did). The poll must result in over a two thirds majority in either direction for anything to happen. If the poll results in a tie, or less than a two thirds majority either way, then there will be a debate on the forums. The results of this poll/debate are final and are not up for debate after the process has been completed.
Section 4: Extraneous Circumstances
If, for some reason or another, (say the parseword was given to a nation by someone other than the IO) the above processes hit a bump, and things begin to fail, the IO will be given complete executive power over what to do given the situation. Since the IO will have Border Control, they can ban nations that entered illegally, pardon them, or ban the nation(s) that helped the illegal in. Although, these are just examples, the IO will not be limited to just these three options.
The poll will last for one week, as this is the forum and we are not limited to one poll at a time.

- The IO is now to be appointed by the Secretary of Defense because that is the only office that has powers relating to immigration in the constitution.
- The IO no longer has complete power over immigration.
