I have noticed very recently the flaws of our current immigration system. And while the Republic of Doom took the first step to standardize our immigration system, I feel that we, in the future, need to separate the populous' opinion of the nation from the process itself, else the process remain biased.
This hereby removes the Immigration Application and the password for entrance into our NationStates region. Thus, there is no requirement for nations to enter our physical in-game region. Any nation could hypothetically enter our region.
To get a forum account, though, one would have to apply for Citizenship. Being a Citizen gives you the right to:
* Vote in elections
* Vote in regional referendums
* Participate in debates and trials
* Run for office
The responsibilities of Citizenship would include:
* Following all laws and upholding the Constitution
* Remain active (must abide by the three-day inactivity rule)
* Serving in jury duty when called upon (if a jury is established)
* Defend the region from raiding attacks when called upon
The requirements of Citizenship include:
* Must have minimum population of 30 million
* Pass (90%) a Citizenship Quiz (with 10 questions based on the Constitution and regional laws; open book)
* Must be a primary nation
In my opinion, if they can understand how our government operates, then they should be able to participate in the government, regardless of the populous' opinion toward that nation. In other words, popularity should not matter in our immigration and citizenship process.
Some people may be concerned with the possibility of raiders invading our region. However, under this system, it would be impossible for them to do so.
1. The WA Delegate position does not have Border Control or Executive powers.
2. It would be a long, convoluted process for a raider to receive a position with Border Control. One would have to enter the region, take the Citizenship Quiz, pass the quiz, apply for candidacy, and win the election.
3. Even if a raider were to seize such a position, if Border Control is used to wrongly ban a nation from our region, I would have the right to immediately strip them of their office. The nation(s) banned would be unbanned, and if the banned nation(s) had Citizenship, they would still be Citizens and not have to retake the Citizenship Quiz.
